I can't recommend you anything without testing it on an actual tablet. In theory, PC UBT/FBT will work on a Windows slate dahil full desktop ang capability nito, however most slate can run 5 hrs if bluetooth and wifi is off and brightness is low at mahirap maghanap ng slate na may 3G connection, so chances are, gagamit ka rin ng USB dongle at it will be an addition to the power consumption, resulting into poor battery life. Windows slate is also not fluid and smooth when it comes to performance due to the nature of its hardware specs. Mas mabuti pa netbook, laptop or if you want more battery life an ultrabook.
Microsoft Windows 8 RT Surface Tablet and other OEM Windows 8 RT (Asus, Acer, Dell, HP, Samsung, etc) Tablets hasn't been released yet as well as the PRO versions running the full desktop version. So there is no telling if UBT/FBT will work on it.
Other Options
Android Tablet or The New iPad with Cellular?
First, Android, sobrang daming android tablets to choose from. Open-source at marami kang pwedeng gawin, like customization, tweaks, etc. parang desktop pc din, pero kailangan rooted dapat yung tablet. Karamihan ng mga high-end Android tablet ay 3G at LTE enabled na, lalo na yung mga Galaxy Tab series, may UBT/FBT din sa android, as long as rooted yung device at compatible yung app na kakailanganin mo to achieve free internet at pasok sa requirements. Downside, konti lang tablet dedicated apps only a few hundreds, most apps are just blown up versions of the smartphone equivalent. Sa madaling sabi, naka zoom lang or pinalaki yung mga apps na para sa smartphone yung sa tablet version. Hindi rin ganun ka fluid at smooth ang UI at madalas ang force close ng mga apps. However, kung hindi naman ito primary concern mo, an android tablet is good tablet, fully customizable, true multitasking and can make/receive calls as well as send/receive SMS.

Second, The New iPad 3G, belongs to a closed ecosystem, meaning controlled ng apple lahat. You need to transfer or sync photos, music, videos and apps via iTunes and you can't sync your device to a different computer. Not very convenient to people who are used to the Windows and Android ecosystem. You also can't transfer files via bluetooth to other devices. However, there is a solution to all of these. You have to jailbreak the device to free it from apple's restriction. If the device is already jailbroken, you can fully customize the iPad, add tweaks, scripts, themes, and third-party apps. Dito na papasok yung UBT/FBT dahil pwede ka ng gumamit ng GuizmOVPN (openvpn) for iOS, pero sadly Smart na lang ang pwede. With a jailbroken iPad, pwede ka ng mag-sync sa ibang PC, bluetooth transfer, download ng mga cracked paid apps and tweaks. Apple has 250,000+ dedicated apps for iPad, not blown up versions. You can also do, productivity like office, video editing, sound recording and editing, sketch, painting, powepoint presentations, photo editing, iphonography, HD gaming! web surfing, blogging, social networking and a whole lot more. Pero you can't make/receive calls as well as send/receive sms kahit na 3G at LTE capable yung device. But then again, it is a learning process, pareho lang din sa Android. At the end ikaw din ang pipili ng tablet na suitable sa needs mo.
